The Council's fundamental documents outline the structure, policies, and
procedures its member bodies have devised.

- The Council's Constitution and Bylaws set standards for Council
membership, describe the roles of its Governing Board, officers, and
principle staff, and lay out its administrative and programmatic structure.

- To provide for the adequate staffing of its programs and ministries and to
ensure the fair treatment of all Council employees, the Governing Board
approves "Personnel Policies" which are, in turn, administered by
